Uganda: New districts, constituencies burden the treasury – Kadaga

The Speaker of Parliament, Ms Rebecca Kadaga has stated that Ugandans who agitate for the creation of districts, constituencies and different political gadgets are developing a burden to the treasury.

Ms Kadaga says Ugandans must be aware of that the creation of greater political units, will increase government expenditure to pay salaries and allowances to numerous officials who occupy the new offices in the mushrooming administrative units. Last week, parliament accredited the introduction of forty two constituencies.

The forty six new counties, the introduction of Nakawa West Constituency, the formerly approval of 10 new cities that came into effect on July 1, 2020, means that the 11th  Parliament will enlarge to a whole of 497 non-obligatory seats of which 353 are direct constituencies, whilst one hundred forty four are female MPs representing districts.

The Minister for Local Government, Mr Raphael Magezi instructed Parliament that the counties are created basing on a populace quarter of 150,000, capacity of communication, level of the local economy, wishes of the people, amongst other factors.

He stated that that besides the 46 new constituencies, 16 constituencies are being assessed through his ministry.

The speaker said that she deserves the vote because has used her position to advocate for female empowerment and to marketing campaign in opposition to woman genital mutilation in Karamoja and Sebei sub-regions.

She said that adolescents want to be assisted, guided and skilled about the dangers of early marriages and teenage pregnancies.
