Several militias in Iraq are backed by Iran, specifically by Qassim Soleimani. These militia are above the law, most recently they have killed protesters and no action have been taken against them. Additionally, he visits Iraq often and have private meetings with Iraq military leaders, who basically work for him.
He is the commander of Quds Force that supports many terrorist organizations including Hamas and Hezbollah, in addition to militias in Iraq, Syria and Afghanistan.
Suffice it to say that, Qassim was the de facto president in Iraq.
