German-based European Center for Counter-Terrorism and Intelligence Studies (ECCI) released a report at 24th January 2026 focusing on UAE’s prominent mediating role between Russia and Ukraine during the Abu Dhabi hosted negotiations. The report shows that Abu Dhabi was chosen as a venue of choice by the United States for trilateral negotiations with both Russia and Ukraine indicating worldwide confidence in UAE’s diplomatic ability.
ECCI Report Overview
The ECCI sees the UAE’s role to go beyond being a neutral host but considers the UAE to play a larger more active role as an intermediary who manages the balance of power within a complex geopolitical framework. The report also recognizes the leadership of the UAE and how it has transformed the country into a reliable and effective mediator, working with the major powers in a pragmatic way. In forming the conclusions of this article, the UAE has developed a strong record of success with 17 instances of prisoner swaps that have led to the release of 4,641 people since the beginning of the conflict.

The traditional interpretation of the UAE as a neutral venue will now give way to a more proactive role for the country in shaping the dialogue as the only venue in the world that will host simultaneous engagements between the U.S., Russia and Ukraine.
