Appointed as the Minister of Telecommunications and the Digital Economy on January 3, 2024, Boukar Michel has wasted no time in making an impact. On January 7, 2024, he received a Chinese delegation from the Municipality of Chongqing in N’Djamena. The discussions between the two parties focused on the collaboration between Chad and China in the field of telecommunications.
The Chinese delegation was led by Zhao Shiqing, Vice Chairman of the Standing Committee of the Chongqing Municipal People’s Congress and Chairman of the Chongqing People’s Association for Foreign Friendship. This visit was part of the twinning agreement between N’Djamena and Chongqing.

The head of the Chinese mission, Zhao Shiqing, also invited his counterpart Boukar Michel, Minister of Telecommunications and the Digital Economy, to take part in a major twinning activity with several countries which will be held in the Chinese city of Chongqing. According to the site colombe.fr, twinning, “is the meeting of two municipalities who intend to join forces to act in a perspective…to develop bonds of friendship between them, over an unlimited time…”
