Gaza ceasefire talks are currently under threat due to ongoing military activities, the unresolved issue of disarmament of Hamas, and increased regional tensions.
Mediators such as Egypt, Qatar, and others have been trying their best to reconcile both Israel and Hamas. Nevertheless, mistrust and conflicting expectations about the future of the situation have proved to be an obstacle to making a sustainable arrangement.
The major problem remains that of finding a compromise between Israel’s security concerns and the permanent cessation of violence and withdrawal of Israel from Gaza.
Disarmament is One of the Greatest Challenges in Negotiations
One of the biggest challenges in the negotiations involves the demand by Israel that Hamas give up all of its weaponry.
The Israeli government has further emphasized that a total military withdrawal will only be possible if the ability of Hamas to launch armed attacks is stripped.
However, the matter of total disarmament is a significant strategic concession for Hamas. Therefore, any plan for a comprehensive agreement will inevitably raise the question of how the process should be controlled and verified, and what assurances Hamas will receive in exchange for this step.
This has become one of the central issues complicating the shift from temporary to final agreements.
Negotiations amid Continued Strikes
In addition, negotiations are conducted against the background of the ongoing fighting in some parts of Gaza.
Thus, the military actions of Israel and strikes continue in areas such as Gaza City, Khan Younis, and Deir al-Balah. This complicates the work of the mediators, who try to create trust between the parties.
Every time the tension in the situation rises due to a new military operation, it creates additional difficulties for diplomacy and reduces the political space for compromise.
It is a cycle whereby the negotiation attempts to establish de-escalation despite developments on the ground undermining the process.
Different Expectations with Regards to the Next Phase
There is also a problem of disagreement on what is to be expected from a phased ceasefire.
Proposals from the international community have entailed provisions for hostage release, withdrawal of Israeli troops as well as further actions to end the conflict. However, there are differences in the way the two sides view the sequence and objectives of such a process.
The Israeli side has been emphasizing the possibility of further military action until the security interests of Israel are met. At the same time, some Israeli representatives have been unwilling to engage in a long-term cessation of military activities without assurances that Hamas would not constitute any serious threat.
In turn, Hamas had been seeking arrangements which would eventually result in complete cessation of the hostilities as well as departure of the Israeli military forces from Gaza.
The existence of these expectations makes any phased agreement especially hard to implement.

The negotiation process in Gaza is also influenced by the regional situation.
Conflicts involving Iran and its allies in the region add another layer of threat to the diplomatic efforts in place. Flashpoints around major waterways and other hot spots in the region might lead to armed conflicts, thereby taking the attention away from Gaza or complicating political efforts even more.
For the mediator, keeping the conflict between Palestinians and Israel from becoming yet another part of the bigger confrontation is one of the main objectives.
