India and Southern Africa Resume Preferential Trade Agreement Talks After 16-Year Break

India and Southern Africa Talks on India’s preferential trade agreement with the five-nation Southern African Customs Union (SACU) have been resumed by India and SACU, ending a 16-year hiatus in their relations.

India and SACU, which includes South Africa, Botswana, Namibia, Lesotho and Eswatini, signed the terms of reference on August 12, 2026, bringing preferential trade agreement negotiations back to life after an impasse over five rounds from 2002 to 2010.

This development has been made in light of efforts by both sides to deepen their relationship and overcome obstacles that hamper export-oriented industries.

Why India Is Resuming the Trade Negotiations

India, through the proposed preferential trade agreement, will get market access benefits in several industries.

India’s top priorities include tariffs affecting automobile, automobile parts, pharmaceuticals, machinery, and textile industries.

However, lowering trade barriers might help Indian goods compete in Southern African markets and stimulate investment and industrial cooperation in both regions.

There is also a strategic element to these negotiations.

India needs secure sources of several minerals that are essential for manufacturing, electronics, green energy technologies and industry in general – notably copper, manganese and platinum group metals.

Diversification of sources of these minerals is becoming an increasing issue for many countries.

Why SACU Is Important for India

First of all, SACU is a significant economic region in Southern Africa; in fact, most of India’s trade with the region takes place with South Africa.

Commercial cooperation between India and South Africa covers a range of industries – from cars and medicines to chemical products and machines.

Therefore, a comprehensive agreement will ensure Indian businesses better access to South Africa and other SACU countries.

At the same time, it will give better access to India’s vast market to Southern African exporters.

Trade Amounts to $16.7 Billion

This economic tie has very important foundations.

There was bilateral trade between India and SACU amounting to $16.7 billion in 2025-26.

India exported goods worth $7.5 billion to the bloc, whereas imports were valued at $9.2 billion.

South Africa leads this trade. It was responsible for $7 billion of India’s exports and $8.5 billion of imports, showing the significance of Pretoria in larger negotiations.

These renewed talks would thus be able to enhance this trade relationship, which is very strong.

New Tariffs in South Africa Add Importance

The renewed talks are happening against an important background for Indian exporters.

South Africa is considering increasing tariffs on vehicles imported from India and China from 25% to 50%.

Such action would increase the cost of Indian automobile producers entering the South African market.

These renewed trade talks would thus serve as an effective tool for addressing such tariff barriers.

A Strategic Chance for Both Parties

The agreement may eventually become not just a standard tariff reduction pact.

From India’s point of view, closer business ties with Southern Africa may contribute to its general strategy of diversifying its supply chain and gaining critical minerals.

From SACU member states’ perspective, better access to the Indian market may present export and investment opportunities.

Nevertheless, the discussion of the issues that could not be resolved during more than a decade of negotiations is unlikely to proceed rapidly.

Nevertheless, the signing of the terms of reference represents an important move in the right direction.

After 16 years without any activity, India and SACU are now at the negotiating table again, with chances to redefine the relationship between one of the fastest-growing major economies and a strategically significant African customs union.
