Niamey City in Niger experienced gunshots and explosions on August 29 following an attack by mutinous soldiers who were said to be targeting strategic points such as the city’s main airport and presidential palace.
This is yet another critical internal crisis for the military regime headed by Gen. Abdourahamane Tiani, who took control in the July 2023 coup and is currently facing challenges regarding security in the country due to an escalating jihadist insurgency.
State television stations were off the air temporarily, but they came back online, announcing that the unrest had been brought under control. There has been no sign yet from the government that the military regime of Tiani has been toppled.
What Occurred in Niamey?
Several areas of Niamey were said to have been rocked by gunfire and explosions early Saturday morning.
The airport, the Diori Hamani International Airport, which is also known as Base 101, was one of the strategic sites that was allegedly attacked.
There was a heavy exchange of gunfire in the capital, while areas around the presidential district were also under attack.
It was a serious situation that forced the broadcasting media of the Niger government to cease transmissions momentarily.
Once they resumed broadcasting, the state broadcaster revealed that the situation had been brought under control, and the government was doing all it could to restore calm.
Who Were the Mutineering Troops?
According to reports, the mutineering troops were soldiers who were aggrieved with the conditions in which troops in the western and southwestern parts of Niger were operating.
Ouallam, Tera and Dosso are some of the places where the soldiers of Niger had been fighting al-Qaeda and Islamic State jihadists.
The makeup of the mutinying troops was not quite clear as authorities made efforts to gain control of the affected areas.
The government loyal to Tiani reportedly fought the mutineers.
Why Are Niger’s Soldiers Mutinying?
The mutiny is occurring against a backdrop of great pressure being exerted upon the army of Niger.
The state has been under threat of constant attacks from extremist groups within the greater Sahel region, especially along the borders of Niger and Mali and Burkina Faso.
Soldiers have incurred great losses fighting the groups.
In 2023, when General Tiani took power, he assured his soldiers of better security of the country as well as improving the country’s abilities to fight the militants.
However, militant attacks continue despite efforts by the junta to improve the country’s security policy.
Such persistence in attacks has been causing frustrations among not only civilians but also the members of the armed forces.
Tiani’s Government Is Tested Again
General Tiani took power through a coup d’etat that overthrew President Mohamed Bazoum in July 2023.
The coup led to an end of democratic governance in the country and to a very big political standoff between Niger and ECOWAS.
The country then started building closer relations with the military regimes in Mali and Burkina Faso and formed the Alliance of Sahel States.
These countries have further departed from their traditional alliances on matters of security with Western countries like France to focus on building up military relations with each other.
This latest mutiny, however, takes place at an especially delicate time for the military government of Niger.
Was The Mutiny Easily Put Down?
Niger’s authorities stated that loyalist forces were taking action to restore order following the mutiny attacks.
From what was reported by the defense ministry of Niger and the Alliance of Sahel States, loyal forces managed to gain control of strategic areas surrounding the airport and were attempting to neutralize the mutineers.
However, the exact details regarding how much fighting took place, casualties, and arrests are still not known.
There is also uncertainty regarding what happened due to the temporary disruption of state broadcasting.
For the government of Niger, the key to controlling the situation in Niamey will lie in its ability to demonstrate control over the city.
The Broader Security Situation in Niger
The situation should be viewed against the wider backdrop of Niger’s fight against jihadist attacks.
The nation is at the heart of a growing security crisis in the Sahel region, with armed militants acting freely in areas where the borders of Niger, Mali and Burkina Faso are porous.
Western Niger has been especially susceptible to such attacks due to its close location to conflict areas in Mali and Burkina Faso.
Despite the military campaign, militant attacks have persisted against both the security forces and civilians.
This has created immense pressure on the military of Niger, which could create tensions between the military and its leadership.
