Uganda Economic Support Plan for Repatriated Citizens

Uganda Economic Support Plan, As part of its continuous efforts to assist repatriated citizens, the Ugandan government has introduced economic empowerment programmes aimed at rehabilitating and reintegrating the returnees into the country’s economy through identification registration and business training programmes, as well as livelihood schemes supported by the government.

To benefit from the economic empowerment programmes offered by the government, it is necessary to enroll in the reintegration programme offered by the government.

Step 1: Report to Reception Centers

Returnees are normally registered and processed in reception and rehabilitation centers that assist in the reintegration process.

One of the major centers used for the above-mentioned process is the National Leadership Institute (NALI) in Kyankwanzi, where returnees are oriented to learn about the various government services, livelihood schemes, and documents required for the programme.

Government officials can also connect the individuals with social workers and organizations providing humanitarian aid.

Step 2: Get Your National ID Card

One of the important processes that needs to be completed in order to become eligible for government programs is that of applying for a National Identification Card.

The returnees who do not have a National ID card are supposed to register with the National Identification and Registration Authority (NIRA).

The purpose of a National ID card is to prove your eligibility for various programs of the government.

Documents must be provided in case they exist during the registration process. Otherwise, the officials from NIRA will provide you with other options of verification.

Step 3: Go through Business and Financial Education Programmes

Once registration is completed, some of the returnees may be invited to attend entrepreneurship and financial literacy courses.

Programs of training are offered by such agencies as Uganda Registration Services Bureau (URSB), the Ministry of Gender, Labour and Social Development, among others. They involve the following areas of learning:

Starting and running a small business
Budgeting
Small business registration
Government programs for help

Generating income opportunities in local communities.

Step 4: Applying for Government Wealth Creation Programs

Following the registration and training process, interested parties become eligible to apply for national wealth creation programs designed to empower small business enterprises and individuals’ households.

Some of the key wealth creation programs include:

Parish Development Model (PDM)

The Parish Development Model is one of Uganda’s leading economic development programs. The program offers funds and other forms of support to allow individuals’ participation in income-generating activities through the parish model.

The returnees may seek advice on how to make the application for the program through the relevant authorities.

Emyooga

The Emyooga Program targets organized community groups, cooperatives, and small enterprises to assist with affordable credit and capacity building.

Interested returnees will find out whether they qualify to participate in the program either by joining current associations or creating new ones.

Importance of Registration

Apart from making it easier for returnees to access financial support, the official registration process offers much more to returnees.

This includes legal identification, establishment of contact with the government institutions, and business development programs.

Staying engaged with the local government offices and community leaders would also be beneficial for the beneficiaries, in that they get to learn about other potential sources of funds that they can explore.
