- Record included in the Kenyan digital identity ecosystem
How the UPI System Works
A Unique Personal Identifier (UPI) becomes a critical identifying number allocated during birth.
As time goes by, this identifier is expected to link with:

- Passports

- Health services
- Education records
According to the government, this method will be crucial for minimizing identity fraud while ensuring consistency of birth records with subsequent identification documentation.
Steps in the Procedure for Parents
1. Birth Must Occur in a Participating Hospital
Currently, the electronic process relies on participating hospitals and health facilities.
Those in Nairobi have been among the first to participate in the scheme.
2. Hospital Sends Electronic Notification
Rather than send paper-based notifications, hospital staff now enter the data concerning the birth directly into an electronic platform linked to Civil Registration Services.
3. Receipt by the Civil Registration Service
This government agency then receives the electronic record and verifies it.
4. Creation of UPI
The Unique Personal Identifier (UPI) is generated as part of the process.
5. Birth Registration Proceeds as Normal
Parents must go through the normal process for registering births, but should experience a faster process due to the electronic verification.
Reasons Why Kenya Is Using the System
As reported by the government, the purpose of introducing the platform is to address problems such as:
- Falsified records in birth certificates
- Double registrations of births
- Personal identification mismatch
- Difficulty in obtaining an ID and a passport in later life
