Morocco Coalition Deal

Morocco Coalition Government: Why Rabat’s New Four-Party Deal Matters Beyond Morocco

Morocco has a new political map, and a woman is drawing it. The Morocco coalition government announced on Monday brings together four parties under the centrist Authenticity and Modernity Party (PAM), which topped the 23 September vote. King Mohammed VI has already named PAM leader Fatima Ezzahra El Mansouri as the country’s first woman to head a government.

Who is in the room

The coalition includes PAM, the nationalist Istiqlal Party, the Socialist Union of Popular Forces and the Party of Progress and Socialism. Together they hold 207 seats in the 395-seat House of Representatives. That is a comfortable majority, and it leaves out the outgoing leader, the RNI, which had been competing bitterly with PAM through the campaign.

In their joint statement, the four parties described a government of ideological proximity, united by a shared reform vision. Their next job is to propose a cabinet lineup.

The pressure from the street

Young Moroccans will be the harshest judges. Frustration over jobs, education and health services drove last year’s Gen Z protests and fed the Ceuta migration crisis in July. Official turnout in September was only about 38%, a sign that many voters remain unconvinced that parties can deliver.

Budget timing adds urgency. The 2027 budget bill is due in Parliament by 20 October, which leaves little room for a long honeymoon.

What African readers should watch

Morocco is a constitutional monarchy, and the king keeps sweeping powers over foreign policy and defence. So don’t expect a dramatic change in direction on the continent or abroad. Still, a first woman prime minister in North Africa is a milestone for women’s political representation across Africa, where leadership at the very top remains rare.

Morocco is also preparing to co-host the 2030 World Cup, so infrastructure, jobs and public services will be tested in full view of the world. Many Africans will be watching to see whether this coalition can turn reform language into real results.
